A spokesman for Southern California Edison said the utility company now expects Stage 3 (or 50 percent) water rationing in early February 2016.

Jeff Lawrence, senior project manager for Edison, told the Avalon City Council this week that most construction on the Island’s new desalination plant is finished and the company expects authority to operate by the end of next week.

He also said Edison expected the California Public Utilities Commission two decide in the next week or two whether to allow the company to postpone Stage 3 rationing.

He also said that water use in October was down about 48 percent from the 2012 baseline.
